Found an interesting link regarding Season 3, Villains.

The article reveals that Heroes S3 will be 13 episodes (possibly), as well as other information regarding the season.

Genesis was 13 episode arc...

I think "Villains" was just going to be the second half of Season 2, so It's understandable that "Villains" would remain just half of a season when it was pushed to Season 3. Heroes Season 3 will definitely be 20+ episodes. The show is just too popular.

Volume 3's Villains will last 13 episodes with the remaining 12 episodes being Volume 4...Season 3 will consist of 25 episodes  :D

I'm sure that volume 3 is going to have 13 ep, but the season is definitely gonna be longer
