Judging by the quote, I predict he'll have something to do with the betrayal. Could be, but that would be quite the spoiler for Joss to just throw in there. To me, it seems that with their history, he'll show up at yet another inopportune time in terms their own relationship. Hard to have those tender, reconciliation moments while the world is crashing down around you.

I happen to believe that Giles has been keeping Buffy out of the loop about a lot of things for quite some time, and using Andrew to help. He hates Angel, and wants very much to keep him away from Buffy, whom he does not trust to make the "right" decisions (i.e., the ones he wants her to make.)
I don't really see the value in making Angel the villain after a 9-season heroic journey, so I'm guessing if he causes Buffy pain, it might be helpful pain that she needs to succeed... possibly in the form of a big fat reality check. Indications are she's going to need help in pulling herself together before she can win this thing.

I think the whole "he'll appear when it's most painful" is actually a throw off. I think that he will show up when she is in the most pain, to help her. Not to be the cause of her pain.
Examples: S4 Thanksgiving Chumash thing, Joyce's death, reunited after her resurrection, Season 7...the amulet/fight with Caleb.

I don't think for a moment Angel will be actually betraying Buffy, destroying his character after all this time. If he is the "betrayer" it will be something that she might *see* as a betrayal at the time, but which is actually helpful to her.
Odds are, by the time this season gets to that point Buffy will be in a state where she'll have trouble distinguishing betrayal from correction.

Joss' comment about Angel's return probably being painful pretty much confirms my theory. Angel has signed himself over to Wolfram & Hart twice. Champion or not, if Issue 17 still leaves that up in the air, there's a very good chance that Wesley will be proven right and Angel will return evil but with a soul. In that case, Buffy would have to decide whether or not she could kill a vampire with a soul, particularly one she's been in love with. I'd consider that painful. Regardless of what I think about Angel's pending return, I don't think he's the one Robin was talking about when she mentioned betrayal. The way she said it, I got the impression that it could be someone as close as Xander. Buffy wouldn't be nearly as surprised if Willow or Angel became dangerous again, and Riley has already betrayed her in the past. It'll probably come from a direction no one will expect.

It would be fitting for Angel to betray Buffy, considering the events of "Damage", which I believe the orders for would have come from her, for Angel to cameo and betray after the cameo and save in Season Seven, I wouldn't be against it... Especially since it nicely juxtaposes Buffy/Andrew's opinion of Angel working for Wolfram & Hart and therefore obviously being evil, with Buffy's new status as being viewed as a terrorist/cruel/militant/criminal by various groups/the public.
I know it sounds sadistic, but I'm really excited/sad (at the same time!) to see what makes Buffy cry! I always love the melodrama!
