I think there's a difference between most shocking and saddest for me.
Most shocking Buffy: Jenny
Saddest Buffy: Joyce (Tara is a close second)
Most shocking Angel: Wesley (I honestly didn't see it coming)
Saddest Angel: Cordy or Fred (probably Fred, just because there hadn't been a long break where the character wasn't seen)

Freds dead genuinely freaked me a out a little. That episode is so raw.
But it's still tara for me, cause i actually felt like i mourned for her! Hahaha. And even tho freds dead was really hard to watch, i didn't miss her nearly as much as Tara.

I think "most shocking" maybe for me would go for Lindsey in 'Not Fade Away' Simply because it was so fast and sudden, one second he's talking away, the next he's got three bullet holes in his chest! Plus you'd never expect it coming from Lorne

Fred. Fred. Fred. And more Fred.
Ok... MAYBE Joyce's was more shocking. But not by far. But Fred's death, in my opinion, was easily the most heartbreaking thing they've done on either show.

huh? connor never died... Some people interpret from the S4 finale that Angel actually killed Connor in the department store, that it was part of the requirement for the spell to give him a new life to work. Personally, I'm not sure whether I believe that or not, but I do find it interesting in that it would inadvertently make the "Father will kill the son" prophecy come true.

The entire time I watched "A Whole in the World" I waqs thinking "they'll cure it, no big." And then the death scene starts and completely wraped up in this amazing performance by Wesly and Fred. the next thing I know I'm crying and Fred's dead. So sad and I never saw it coming. For me the sadest and the most shocking is one and the same. Fred.
The body is the best episode concerning death. I really felt like a family memeber died when watching that episode. Everything was som stale and lifeless. Even after the episode was over I felt like some one had died. And not due to emmotional attachment to joyce, simply due to the amazing artistic expression. Brillian episode.
But it still didn't pain me in the way WATCHING Fred die did. But the body did disturb me more. so real.

Well the death I was really upset about was definatly Fred's. I mean I suppose what was really upsetting about it was the fact that her and Wesley had finally gotten together and then she was taken away from him so quickly. I thought I would never like Illyria since her prescence meant that Fred had to die but I gotta admit that Illyria did become more tolerable as the show went on....but I still miss Fred! lol
As for most Shocking? Well like everyone has said before it would have to be Joyce. I mean I know how it is to loose a mother and I'd say that the emotion that was captured in that episode is not far from what actual life is like. Especially for the fact that the entire beginning of the episode was all in one shot, and the performance that Sarah gave was simply amazing. I mean I know of course that the show is fake and what not but seeing Sarah mourn for her mother and act so paniced when she discovered her lifeless body, man, it just really captures you because you're right there with her wondering how and why this happened.
