Angelus. He was the only villain I actually found scary. 'Passion' was just amazing. Plus no one hurt Buffy like he did.

I went with the mayor, but for me, he and Glory are like 1 and 1A. One of the many things I love about the worlds Joss creates is that even the bad guys can make you laugh, and the mayor and Glory are pretty much the epitome of that...

The Mayor and Glory are both a very large part about why Season 3 and 5 are my two favorites.

Dark Willow was definitely my favorite villain because you just knew Buffy couldn't kill her friend. And it showed the incredible evolution of the character.
Glory comes in second place.

I liked Angelus. Very epic, and touching at the same time.

Angelus, by far. He was the only villain I ever felt gave a 'sense of danger' to the series. The Mayor was likeable, sure, but he was a crap villain, as he rarely did anything villainous. The Mayor spent 11 episodes just making corny puns in his little magical prison. Glory mindsucked Tara, which was bad, but she didn't do too much else until Dawn was kidnapped. Adam killed a kid... The First was more obnoxious than anything... Dark Willow was great, but she didn't do too much damage other than wipe the floor with Buffy and Giles... Caleb wasn't really that big a part of the show (although he definitely gets points for gouging out Xander's eye; that's definitely villainous)... the only other real good villain in the series was Faith. But she wasn't nearly as vicious as Angelus.
I mean, come on. Angelus killed Giles' lover and played an incredibly cruel game with her body to cause Giles as much pain as possible. He scarred Buffy pretty bad in Innocence. He kept the scoobies in a constant state of paranoid fear. And all this was made worse threefold because it was coming from a character we had grown to love and truh (as well as the characters). Angelus was the high-point of the series, as far as villains are concerned.

I voted for the Mayor.I loved the wholesome evil that he had.
My favorite one-shot villian would be Olaf the Troll.

Best Buffy Villians in order of my opinion though why is Dru and Spike not there and The Trio??
1) Glory 2)Angelus 3)The Mayor 4)Caleb 5)Faith 6)Dark Willow 7)The First 8)The Master 9)Adam
I felt that Glory could have picked off evry member of the Scoobie and there was noting Buffy could have done about it where as Buffy could at least protect the Scoobie and fight Angelus off when ever he came round. Buffy knew she could kill him when she was ready Buffy COULD NOT slay Glory she said it herself, not until she got the troll hammer anyway. Although I think that if Angel did not go evil and it wan't for that last scene of season two when she kills him as he has just turned good. The series would not have lasted as long as it did. Season 2 is near perfection all the way through. Drucilla and Spike would be in there between Faith and Dark Willow. The Trio would be above Adam even though they were weak as villians. Warren did kill Tara and attampt to kill Buffy. Infact they killed Katrina and freezed a guy which probably killed him too. They done more damage than Adam ever did. Season 4 would have ben alot better if Adam actually done something all he done was kill Maggie some how escape from the securty camera seasled room and up the eleavtor all UN-NOTICED. Then he sat in a cave whilst he played on his computer. This is why I think Adam was the weakest villian and I feel he let down season 4 big time. The Trio were at least funny....
Warren: Better get the freeze ray out of here!
*Shhots the guard*
Andrew: Won't he tell on us
Warren: And say what two guys and a mime took me out with their feeze ray
Jonathan: Stop touching my magic bone

I'm not going to regard Angel, Willow, and Faith as villains cause obviously they spend a great deal of the time as heroes and are all reformed. Out of the rest, I think the Mayor was the best Buffy villain created. I'm also discovering my love of the character Warren, who absolutely deserves poll space I might add.
Adam was the weakest villain, but as you may or may not be aware, he was never supposed to be such a major villain in season 4. Maggie Walsh was supposed to have a much longer stint on the show, and would have likely been the real season villain; with Adam being unleashed much later on.

I think I would have enjoyed Season 4's Initiative arc a lot more if Maggie Walsh had stayed around longer. She was really the only thing I liked about the Initiative.
