Both of their teams sustained substantial losses.
However, my vote is for Buffy. While she may have been a bit overly righteous. Angel had far to many mood swings and at one point completely abandoned Cordy, Gunn and Wes because of Darla. In "Not Fade Away", he also made the poor decision to have Wes take on the red demon who put the memory spell on Connor when Illyria should have taken him out since she was able to obliterate him simply by punching him in the face. Wes would have stool a better chance taking on the devil looking guy and his buddies in the car.
Some may argue that Buffy should have killed Angelus sooner and because of her hesitation we lost Jenny Calender. However, she was 17,just lost her virginity and did not long after send him to a hell dimension. Buffy made hard decisions, which weren't always the best but keep in mind she was 16-22 while she was in charge.Angel was well over 200. He has no excuse.
I have more reasons but I'm curious as to what everyone else's is.
What say you?

I choose Buffy as the better leader for the sole reason that she took a bunch of scared girls and turned them into great fighters.
And there is no way Angel could've known that Wes wasn't strong enough to kill Cyvus Vail.

And there is no way Angel could've known that Wes wasn't strong enough to kill Cyvus Vail. A good leader knows his soldiers strengths and weaknesses. I believe he should have known. Hell..I would have known. Wes is knowledgeable in magics but is no where near the strength of someone who was able to wipe out the minds of everyone who ever knew Connor. That guy was two scoops of longtime evil. If I was choosing between Wes and Illyira to take him on, I would have chosen Illyira easily.

I actually choose Angel, but I wish could undo it.
Angel was hard and was never friends with his soldiers, Doyle, Gunn, Cordelia, Wesley, Fred & Lorne. Buffy lead, but was at the same time guided by her friends, while Angel was a one man show with some back up.
I know who I would follow. Not only because she's much less of a racist, but because she would make me feel safer. Could be because she's a girl...

I know who I would follow. Not only because she's much less of a racist, but because she would make me feel safer. Could be because she's a girl... Racist? Please explain. For example; Knox. Angel didn't kill him because he's human. But he's fine with killing demons. I have other examples, but the one that hurts the most is the deamon-slave in Not Fade Away. Angel sent Spike to save human baby while killing a potentially innocent demon-slave. I doubt that Angel thought any further than "I need a way to kill Sebassis." If the slave had been human, he had never done it. Of course, people who have heard my opinions have argued that demons are evil/more likely to be evil than humans/casualities are acceptable in war/he was just a slave, etcetc. I hear Angel, I think racist bastard who broke my heart. I don't mean to sound harsh, it's just hard for me to talk about.

Wes would have stool a better chance taking on the devil looking guy and his buddies in the car. While it is true that Wesley was ill-equipped to handle Vail, he was sent to take Vail out for a bigger reason than just drawing the short straw. The only way Angel could get one of his team members inside Vail's house was if someone was prepared to betray him. Wesley was chosen because the Circle had already shown an interest in Wesley's crazy state after Fred's death, and knew that he could possibly betray Angel again. That's the only way Wesley was able to get into Vail's house, because he showed an interest in betraying Angel, which allowed him to even come face to face with Vail. That was the only way Vail could be touched. Angel was hard and was never friends with his soldiers, Doyle, Gunn, Cordelia, Wesley, Fred & Lorne. Buffy lead, but was at the same time guided by her friends, while Angel was a one man show with some back up. Just my opinion, but I don't think this is true at all. Angel became friends with everyone he worked with, and it was clear that he cared deeply about all of them (especially Doyle, Cordelia, Wesley, and Fred). Compare his relationships with his Angel Investigations team, to his relationship with the Scoobies. The only person he ever grew close to in Sunnydale was Buffy, because the others either didn't trust him or didn't even like him. Once he moved to L.A. and recruited his team, he was able to eventually open up with each of them and develop pretty close bonds. Just look at what happened with Wesley. In Season 4, Angel was ready to forgive Wesley long before Wes was ready to forgive Angel. Angel needed his group a lot more than just because they worked for him. As for the thread question, I chose Buffy, simply because she has been in a leadership position longer than Angel, and Angel wasn't even in charge of Angel Investigations for over a year (Season 2 - Season 3).

I choose Buffy as the better leader. I think she for the longest time worked with her friends while keeping them safe. She took charge effortlessly and won the day again and again. Angel was hard and was never friends with his soldiers, Doyle, Gunn, Cordelia, Wesley, Fred & Lorne. Buffy lead, but was at the same time guided by her friends, while Angel was a one man show with some back up. Angel was absolutely friends with the people he worked with and he definitely wasn't a one-man show.

Buffy is the one who gets my vote, but it's not because I think Angel sucked as a leader. I actually think Angel was a great leader, more so 'cause he had to overcome a very dark past and showed a true struggle to stay on the side of good. Like Buffy he made some poor choices and more than once he let his personal feelings cloud his judgment, but a good leader isn't someone who never messes up, a good leader is someone who overcomes all the mistakes and conflicts and manages to get the job done.
However Buffy stepped up to the leadership role, made sacrifices and hard choices in spite of personal conflict, she knew her friends and knew how to utilize their strengths, and most importantly she is the one who inspired Angel to stand up and fight. Before Angel fell in love with Buffy he hide in the shadows, avoided people and rarely bothered to go out of his way to help others. So for that reason, and many others, Buffy is the logical choice.
