Hmmm...Amy and Justine (I think that's her name, the one who helped Connor seal Angel in the box at the end of S3). Is the Justine you are talking about the one that was with Holtz? Didn't she die? Nope, last time we saw her was in Deep Down. She was handcuffed, and Wesley threw the keys to her. "You can continue being a slave, or you could life your life."

Other Sunset beach fans! Or addicted ones. i hated watching the same scene for a week(the tention!) but i couldn't stop watching. Is Virginia the evil black one, or the nice black one? Virginia was the evil one, Vanessa was the nice one and they were both fighting over Michael the lifeguard. It's nice to know to know SB is still remembered. God I missed a SB conversation ! I'm happy to know I'm not the only one here who likes this show. Apart from Virginia Harrison (played by Dominique Jennings) in Parting Gifts, we also got to see Amy Nielsen (portrayed by Krissy Carlson) in a Buffy S1 episode (she dies at the very beginning), plus Caitlin Deschanel #2 (acted by Kam Heskin) in an Angel S4 ep (Spin the Bottle I think), she is a prostitute saved by Connor. A very different role than Caitlin ! ;D Sorry for the off-topic. Other under used characters : Justine, Jesse, Kendra, Vampire Xander, Adam (I think there was great material in this storyline).

amy and mostly anne, Gwen (thank you after the fall) vi even harmony in buffy Wesley and Cordy both should have come back at some point. I wanted a scene with xander and cordy after she moved on to angel and Wes working with Gilles was amazing Konkestos (spelling definetly wrong but he was the vamp that killed faith’s watcher.

Angel:
Kate--She just disappeared. It was great seeing her in First Night, but I want more. She's my absolute FAVORITE underused character.
David Nabbit--I thought he was a great, interesting Character. Really could have come in handy for AI with all his money.
Virgina Bryce--Awesome character. I think she/her family could have handled a soft spin-off (they only appear in like one or two episodes of Angel, then start their own series as that character, with really nothing to do with Angel's characters). The whole wizard thing was really interesting.
Drogyn--AWESOME character... we saw him, what, twice? Then he was dead? ugh.
Members of the Black Thorn--so interesting. I wish we could have learned more about them before they were all killed.
Nina--I never really liked her, but we never really got a chance to know her. And she's not in ATF enough for us to like really *know* her.
Gwen--Another awesome character! And she appeared just a few times. Again, she's not in ATF enough to really get us to know her.
*note about ATF: it's not really a story about character progression, but rather, about a certain event. And I'm cool with that, I love it. I mean, we're getting a little character development, but definitely not as much as in Season 8 or in the show. And that's fine. I just wish we could get more character development.
Knox--I always liked his character. I'd like to have seen more interaction between him and Fred. He was only there for like 4-5 episodes, right?
Lastly, Lindsay--Another awesome character that was just written out for a long time and then came back for a few eps. Bleh.
Buffy:
Mostly Tara--I loved her death, though, so I'm torn. But I wish they could have found a way for Willow to go dark and have the development without Tara dying. Maybe it could have been Tara bringing her back instead of Xander.... I dunno. I just loved Willow and Tara.
Giles--So wasn't used enough in 6/7. And I hated him by the end of season 7. He kept telling Buffy that she had to take charge, she had to be the general, she had to be strong. But when she is, he doesn't defend her--and even agrees with them--when they mutiny and kick her out of her own house. He was, as Spike said, upset because Buffy doesn't need a watcher anymore. She can make her own decisions. But nonetheless, he should have been used more.
Faith--The whole time she was in prison. ugh. I'm glad she came back when she did, but she was gone for like, what, 3-4 years? She should have been back in show at random times.
Principal Synder--great character. I wish I would have known what his ultimate motive was. He seemed to be league with the Mayor. He seemed to be evil. But then in Graduation Day, it kind of disrupted that theory without ever giving an explanation.
The Mayor--I would have loved to have some more backstory on him. I know we had that shot in Tales, but still, such an interesting character.
Principal Wood--MORE! I know he was in like one issue of Season 8, but he's a great character. I wish he would have had more of a story and we could learn more about him. (also, I wish he would have been born with some powers or something... at least super-senses, or super-strength. Maybe not as strong as a slayer, but still super. Kind of like Connor on Angel. He has powers, but he's not as strong as a vamp or a slayer. So yeah.... I just think that would have made an interesting twist to the slayer mythology).
Vi--Mainly because I'm in love with Felicia Day.
Some of the initiative folks--that was probably my least favorite storyline of the series, but in the interest of storytelling, it would have been great to get some origins of the initiative and how the soldiers were chosen.
Don't shoot me here: Kennedy--I never liked her. But again, we never really got much of a chance to know her. Maybe that'll change in Season 8, though.
Halfrek/Cicely--I loved that character. I wonder if Joss really intended there to be a connection between the two, or if it was just on oversight?
Anne--(probably belongs on Angel, but I don't feel like scrolling up). Just a cool character.
Marcy--What the heck happened to her? I want to know more about the government assassination program!
Ethan--(I'm a proponent of the Ethan is Twilight theory, so hopefully more about that in Season 8). Very underused character.
Finally, Quentin/Watcher's Council-- I wish we could have learned more about how the council functioned and a little about its members.
Okay, that was a little long. But I've thought about this a lot. And there are probably even more characters that I couldn't think of off the top of my head. But yeah. It just seems like there are a lot of characters that could have had these great stories that were just dismissed too easily. So, yeah, sorry for the longishness.

I'd probably have to say Gwen, definitely, she was ace! Anne, turned out so lovely and confident, would love to know how she got through it all. I'm intrigued by the Cecily/Halfrek thing. If they are supposed to be the same character, how did Cecily end up in the 'vengence game'? David Nabbit was funny but i think he possibly could have gotten annoying...same with Clem really. There doesn't seem to be any logical direction that either character could have been taken in but I did like them. I would like to know what happened to Kate, purely out of intrigue, but I never liked her character so was really happy when she disappeared in season 2.

I rather expected we'd see more of Owen, but he completely disappeared.
Definitely Gwen; she had recurring character written all over her.
Freddy Iverson had potential to be a fun character who could say things others could not.
I was sad we didn't get more Veruca before she was killed. That mini-arc could've been longer.
And, lastly, a couple more Ethan Rayne episodes would've been cool. I agree that he had to be used sparingly, but he was a great repeat villain.
