I think she was referring to the Cruciamentum. The test where a Slayer is left helpless to somehow beat a vampire.

Well I think if you made tons of slayers some things would have to change, and that would probably be the first thing to change. Can you imagine Buffy letting them do that to the next slayer? And its not like anyone did it to Faith.

Whether or not Harmony is successful in being evil, it doesnt change the fact that she ultimately IS evil. She has no soul, no morals, nothing. I think Buffy put it into plain and simple terms when she fought Harmony is S5: "...and when you try to be evil, you SUCK." Its her characters flaws that she is an airhead, not the fact that she is a vampire. She tried to kill Willow, she tried to kill Angel and Co. and then in S5, she sold them out. She killed an innocent human on camera and feels no remorse whatsoever. The bitch, is evil.
