My guess is that the #37 variant cover was released/leaked before the covers/solicits for #36 are supposed to officially come out. As of now, anything related to #36 hasn't been released yet, not even a title.
I also think that we got something for #37 first because #37-40 is supposed to be the final Season Eight arc whereas #36 is a one-shot issue.

#36 isn't a one-shot, as far as we know. Joss' final arc will be 5-issues, and it'll be preceded by the Riley one-shot, that won't be numbered, like the Willow one-shot back in December 2009. As for why the covers for #36 aren't out yet, well, the solicitations for it won't be out for another couple of months, if I'm working the math correctly. The #37 cover wasn't leaked. Buffyfest received it to post. As for why it was released early, well, Scott Allie said this in one of his previous Q&As:

I guess the covers to #36 probably refer directly to the consequences of the end of #35... which Georges hinted would be something pretty big. So the #36 covers are probably too spoilery.
The solicits for #36 won't come out until after #35 has already hit the stands, so no chance of another cover debacle.

I'm not very familiar with all the Q&A's but did somebody said that in 36 we'll found out how Angel got his powers?

But I mean they revealed Twilight as Angel like months before with covers. And usually they will give you 2 issue covers coming up in the next 3 months or whatever. But instead we got #37. I love that cover too, I'm just puzzled as to why there is this skip all of a sudden Usually the two covers come out with the solicitation, 3 months before the issue goes on sale. The #37 cover is not from a solicitation... it was released early by Dark Horse as a "teaser" for some reason. They probably chose that cover because it will get people talking. The #36 cover was probably too much of a spoiler for the ending of #35.

On the bright side, in about 2 weeks, we'll have the covers and solicitation for the Riley one-shot. But AC is right... nothing is out of trend here. We'll be getting the covers and solicitation for #36 in June, which is right on track with the issue coming out in September. A sneak peek before would be nice, but I'm not holding my breath.

Better a delay between arcs than during. As far as I know, Jeanty is already working on #37 now... and intends to be done drawing the issues by the time summer comes about, freeing up time for convention appearances.

And from what I've heard, there are plans to expand it, to remain competitive with the other cities that are vying to take the Con over, once the current term with San Diego expires in 2012 (I think that was the given date...).

I can only hope #35 gives us enough information to have something to talk about over the summer, and that the Riley one-shot also sheds some light on the main storyline... maybe by giving us a look at Twilight from another perspective.
I think this delay is to make sure Joss gets his script for the whole arc safely submitted before they start. Having delays in the middle of that arc would probably be far worse than having one before it starts.
Still, a delay like this isn't going to do the sales numbers any favors.

If Georges needs a break, then I think having one month off is good, but THREE...? I think that's too long. I quite agree acutally. Want a break, great, but three months? Seriously, that is way too long

Funny story... Georges didn't even know about the break. He didn't request it, if that's what you're getting at. When I mentioned the break in passing to him, he was all "Wait... what break? There's a break? When? Who said there was a break?" Georges is working on the scripts as they come in, and making pretty good time on them. Sure, the break helps things, but a 3 month break isn't something he needed/wanted. Pretty sure that the break greatly accommodates Joss. Also, having a three month break instead of a two month one conveniently ensures that the covers for #36 don't get released until AFTER #35 comes out.
