Hmm Idont think that the First intended to kill Buffy in season 3 , his main target was Angel , he just wanted him out of his . Thats pretty obvious through every hallucination that it caused him to see , now when it comes to Buffy being his ultimate target i wouldnt be so sure for if that was the case then why wasnt it mentioned someway though season7?

I mean, it's always been about her. She died. She came back. She died again. She came back again. At any one of those points, she wrecked the status quo. Then she did it again by making a bunch of inexperienced Mini Mes. And cessation of the Chosen One... that would make her a big bullseye, no? Come to think of it, why Angel? I mean, yeah, clear him out so that the amulet doesn't find its way to Sunnydale, but wasn't Angel just handed the amulet by Wolfram and Hart anyway? Meaning that if Wolfram and Hart had some investment in the situation, they probably would have allowed it to fall into the hands of Buffy and Co anyway. Through some elaborate scheme, I'd imagine. They like their games.

My thought on the Angel/First in season three is that it was unnatural for a Vampire to have a soul. Vamps are suppose to be evil, a part of the First. The First probably wanted to get rid of the soul and bring him back to the dark side by fracking with his head. His ultimate target was the Slayer line, the First wanted it eradicated so its army could tip the scales in evil's side so it could take physical form. Towards the end of the series the Slayer somehow became the guardian of the Helmouth, the only thing really standing in the First's way to becoming a physical, feeling being. Buffy was the Helmouth's final guardian and we are lead to believe that it is because she will die and the First will win but the truth is she ifs the final guardian because the Helmouth was destroyed by Spike's soul/the Sun.
