King, regarding there being no explicit mythos about how the guardian of the Deeper Well is chosen I'll rely on this: the simplest explanation that covers all the facts is usually best.
Again, considering the importance of keeping the Old Ones in the Deeper Well - what seems the more likely way of securing it? Establishing a method of choosing a guardian once the previous guardian cannot hold their post - or relying on the guilt of whoever murdered the previous guardian to take up that post?
What happens if the guardian merely dies of natural causes or a natural disaster? Who would take up the post then?
The manner of Angel taking up the post of guardian doesn't cover all the bases. It worked for the situation in Judgment but I don't think it applies well here.
It seems simpler to me to suppose that the Deeper Well (a very mystical location) would have a mystical way of securing a guardian whenever the post needs to be filled, rather than having to rely on a wayward and sometimes evil champion feeling enough guilt to take up the post - a method of procuring a guardian that doesn't ensure they are qualified nor dedicated to such an important cause.
As we are shown in Angel's case, that method has completely failed. It's inadequate to the task of protecting the Deeper Well and I doubt the original architect of the Deeper Well when planning for this mystical jail's future would fail to secure it. The architect had enough foresight to create a failsafe if one of the Old Ones ever escaped (as shown in A Hole in the World), so this depth of careful planning might be extended to the guardian's position.
The Buffyverse has shown us that mystical places have mystical order to them - the absence of this order in the Deeper Well would be out of turn.
