The Hagun Shaft is a tool made for an immortal to end their existence. The basic idea is that the immortal in question holds the shaft, activates it, and they die. Angel, with help from the Loan Shark, tricked the Lords into thinking that the shafts could be used as weapons against immortals, and that there has to be a second party to end the immortal's existence. But in reality, the immortal has to hold it himself.
So basically, the lords were holding the shafts, thinking the shafts would kill Angel. But they just killed themselves. It's all explained in the conversation after they go ka-boom.

So, the Lords thought that they all had to hold them in order for them to work?
