Maybe they knew that the next liason would need strength to get to Eve, so she would sign the contract.
Or maybe he got strength because he's a man, which means that Angel might hit him, but Eve didn't need strength because she's a girl and Angel don't normaly hit girls.
Or maybe they filled Hamiltion with strength because they felt, after Fred, that they were losing control of Angel.

Apparently, Eve was created solely to be the liasion to the Senior Partners, going to Santa Cruz and all, whereas Marcus had been in the Partners employ for at least a thousand years, possibly as a soldier of some sort, since he knew Drogyn. And when Eve slipped the line, the SP probably felt that Marcus would be the better liasion, one able to watch over Angel properly

But ok Eve is the first condouit (spelling?) no... eve is their liason... the shape-shifting... thing is the conduit. and as for the strength, i think that when the senior partners assigned Eve, they didn't think she'd need any powers but foresaw the fight between Angel and Marcus and gave him a little boost.

Yeah definately. Eve was sent to be the Liason, but when Angel defied her and ultimately figured her out, they saw the error of their ways and sent someone stronger to keep Angel in check.
