As far as I know, Emma Caulfield isn't interested in playing Anya again and David Boreanaz has moved on from Angel. And SMG might come back for a movie, while James Marsters won't come back after this year because he think he's aged too much.
And I could totally be wrong here because I have read these things a while ago, so they might have changed their mind since then.
But what have the actors said in recent interviews about possibly coming back?

I heard from a friend who was at Masterclass that Marsters had said at a con(probably at Masterclass in May-ish) that since he had aged so well, there was still time.

No, Anthony said he would return to play giles. He was interested in Ripper but Joss is the one that dropped the ball on that one. David said he would return to Angel if it was a movie, not another TV show. We are still waiting on Joss for that one to. Anya is dead so who cares. Marsters and SMG would come back i think, none of their movies are good. I haven't heard either say yes or no on the subject of returning for a movie. But you know, It's really Joss' move. Their may never be another live-action buffyverse show or movie unless he really tries to get one made. Now, he's doing dollhouse, movies and comics. He's busy. And I don't think he really wants to do anymore live-action buffy and angel right now.

I think Amber Benson is the only cast member who said she'd definitely never play her character again... because she didn't want to cheapen the impact of Tara's death. But she might do it in a flashback situation, I suppose.
Sarah would only do it under just the right circumstances... and David has said the same thing. Michelle wouldn't play Dawn in Angel season 5, but I don't know if that was because of scheduling problems or because she didn't want to.
Robia La Morte and Iyari Limon both retired from acting, I think, but I've heard that Iyari might be jumping back in again.

Robia Lamorte converted to Christianity after a near death experience and didn't want to return on Buffy the Vampire Slayer even back in Season 3, but she did it for contract reasons, but she didn't want to be in Season 7.
Nick Brendon said he would definitely come back as Xander, and I think Alyson Hannigan would come back too.

I think Alyson Hannigan, Nick Brendon, Tony Head and James Marsters would come back. Not basing that on anything though. Just what I think. Although I think it is rather unlikely that anything live-action Buffy or Angel related will actually happen...

Isn't there some eccentric billionaire somewhere in the fan-base that would pour millions of dollars into the creation of a four hour Buffy + Angel epic? Pay everyone enough, it could happen. Someone should do that. I totally would.
