Angel; goes from dark and brooding loner to a guy who if not exactly the life of the party is much, much better with people and has human interests such as hockey, Connor and Charlton Heston films. Becomes a single father (although with help from the rest of AI) and a champion, get's over Darla and moves on from Buffy (with CC and Nina).
Wes; goes from clownish dandy to team leader to outcast borderline mentally disturbed badass to...not really sure how you'd define him by the end, shattered by Fred's death? Either way a world of difference between the Wes of Bad Girls and Not Fade Away
CC; goes from shallow, money grabbing Queen B of SDH to selfless visionary to higher power, turns evil and then dies. CC's development is terrific because in the first season she's ALMOST a villain, reminiscent of Libby the cheerleader if you ever watched Sabrina. Falls in love with Angel but can't overcome Angelus. She becomes a saint AND the devil before coming good again.
Gunn; brooding angry young man, overcomes his grief for his sister, gorws beyond his small group of friends, matures into sauve and valuable warrior/lawyer, falls in love with Fred, loses her and yet comes good once more.
Fred; shy physicist, borderline crazy slavegirl, lovestruck Angel groupie, figther then scientist and dies heroically
Lorne; to a huge extent loses his innocence, going from talented clown and entertainer to ruthless killer in the final ep. In many ways Lorne's tale is quite tragic
Spike; ruthless killer who wants to torture Angel to death in his first appearance to rebellious little brother to partner by the end of the day. overcoming his jealousy and lust for Buffy. Spike truly becomes the hero at the end of the day, worthy of Buffy's love

I think judging just from what happened on the Angel series that Wesley changed the most. He went through a lot of changes and overcame a lot of hurdles.
If you take all of their life, Angel grew the most. He went from hometown "layabout" as his father called him who chased skirts, to exceptional sadistic killer, to depressed nothing, to someone seeking redemption, to an up and coming hero, a new hard Angel trying everything to fix his wrongs, and eventually to a very mature hero.
This is also why I love both of those characters so much and why I think Wesley related to and respected Angel possibly more than anyone else.

I agree although I'm not sure that we should count Angel and Angelus as the same? And are Liam and Angel one? Certainly Angel's had the longest journey (with the possible exception of Darla?) and gone through the most transformations since he got his soul back (wretch, pretend-Angelus, recluse, disco diva, tramp, cryptic warning guy, hero)

I count them all as the same person because they all exist in him and because if you compare Buffy/Angel to real life, it's the only way for it to make sense. Just because he doesn't have a soul, doesn't mean those memories, deeds and desires are not there. He just wants to control them with a soul. Even in somnambulist, he says he dreams of killing people and he enjoys it and he still very much has his soul. This to me is what makes him SO strong and noble. He isn't a different person, he is just that capable of making himself different.

Hm, well I think Angel changed so much because he had to change his entire life's purpose. He went from helping the hopeless by beating the vamps, to constructing these elaborate plans to take down the worst demon leaders ever. I think that should be noted too, not just emotional growth.

1. Wesley. Best character development of both series. He went from Hugh Grant to an english Jason Bourne and made it completely believable.
2. Cordelia. Grew a lot but was deep sixed by crap writing towards the end of S3/all of S4. So she gets number 2.
3. Angel. Developed an actual personality on this show. Hooray!
4. Lilah and Lindsey. Went from scum (lawyers) to fairly sympathetic characters (although Lindsey **** the bed in the final stretch).
5. Spike. Became Like-able again!
6. Everybody else (Gunn got interesting again in S5 at least).

Pretty much every character on Angel had some major development.
Wesley probably had the most though.

I'd say C.C.. She went from a selfish brat, to a heroine in training, to a fake Power That Is, to a cradle-robbing murderer controlled by a by a Power That Was, to being in a coma, and finally to a genuine Power That Is.

I'd have to say Cordelia, definitely. I really wish they hadn't ruined the character so much in season 4, I know it wasn't really her, but the outside part was. It wasn't fair to turn such a loveable character into that crap. I'm glad she got a good send off in season 5, but she should have been around more than that in season 5.

I don't think anyone, in terms of where they started and where they ended up, can compete with Wesley's development. I think Cordelia and Angel come close, but Wesley changes so much over the course of 5 years. It's an organic and natural process as well (most changes resulting from very specific plot developments in each season), whereas I know some people have issues with how much of a saint Cordelia became in Season 3 and that her development wasn't as organic as Wesley's. I actually disagree with that and think Cordelia developed perfectly fine, but I still don't think anyone grew more than Wesley did.

I think Cordy developed the most, even though I much prefer the person she was in the earlier seasons. Wesley is a close second.

Cordelia and Wesley. I think they both grew so much over the years, that they seemed like completely different people in their final episodes compared to their first appearances. Angel is a pretty close second with all the changes he's had over the years

I'd say that Wesley grew up the most. When his throat got cut, he was never the same again. I remember when I watched the series through for the first time, I was super surprised by the way Wesley's personality turned out in the end. Poor Wes, he never got a break.

I would say that Cordy also grew a lot throughout the course of the show. Even in her Sunnydale days you would occasionally see the caring side of her come through, so it wasn't a complete shock to see how her character evolved on Angel.

I think Wesley grew the most, and his growth was just as believable as it was fascinating. I'm not such a fan of Cordelia's growth. I preferred her when she was more sassy.

Easy choice. Wesley. He started out a Book-Worm-y Watcher, and ended up a Bad-Ass Team Angel Member. ;D Fred and Cordelia would tie for my second place. Cordy had been so shallow, but became a completely different person by the end of her story. Fred started out crazy, and shy, ect. She blossomed into an amazing character(Well, even more amazing! ). And when I say she turned into a completely different person... I mean that literally.
