So I've just reread the last few arcs and I realized that we have no idea if the slayers have their powers back or not. They lost them way back in #28 through Oz and Bay's teachings. We eventually figured out that three Tibetan goddesses actually sucked up all of their power and the slayers cannot get it back very easily.
1. Buffy gets her Twilight powers at the end of #30 because Twangel finally made her feel powerless.
2. Willow gets her powers back in #31 through Buffy and Angel who were frakking through time and the "aftershock" of that event gave Willow her powers.
3. Faith gets her powers back in #34 for no apparent reason while Giles is doing his exposition thing and that's all that we hear about it.
I have no idea how Faith got her powers back and if the other slayers got them back as well. The worst thing about all this is I think this might be one of those loose ends Allie said they don't have enough time for in the last arc.

Yes, they have their powers back. It hasn't been explicitly stated, but I think it's because the invading demon horde snapped the balance back to a point where the Slayers were needed.
