Veruca definatly is one for me because she made such a huge impact on the show and she was only there for like one or two episodes! plus she was a werewolf with a darkside. and oh! lets not forget about the Wig Lady!

Lyle Gorch was one of my favourites. Love his sense of humour and his talking style. Also didn't mind Sunday either. She felt like she had a bigger role to play or something like that

Yes, Mr. Tick was great! I was sorry when he died. I almost hated Faith for doing that (don't tell her). Here's a thought. If Mr. Trick had survived ... After the Mayor dies, what happens to the Sunnydale government? Who's the new mayor? Maybe Mr. Trick could be a transitional figure, connecting the old administration with the new? Sweet? Is he a villain? If you don't summon him, he'll never bother you. Am I wrong? He was a great character, but I don't think of him as a villain. It's the hellmouth, I'm sure Sweet could find some reason to come back without being summoned. It might be too unrealistic but I'm just saying that it would be awesome.

The question is whether Sweet is a villain, whether he has evil on his mind. I think of him as a random interloper, just out for a good time, not interested in accomplishing anything for good or for evil, who makes a mess and then doesn't bother to clean up the mess because he's on his way out anyway. He's like Mr. Mxyzptlk or The Impossible Man.
Would I like to see him again? Sure. But if he did, wouldn't you think, "he's back by popular demand, not because it makes sense in the story"? That's what I thought when I saw Vamp Willow in Doppelgangland.
The Gorch Brothers are cool, but they're in the category I call "comic relief villains." Buffy doesn't have to fight for her life against them.

The Trio was also in that category and they became a big threat to her. Had it not been for Willow, Buffy would have died.
So anyone trying to kill Buffy is a threat and could easily become a big bad with training..even Harmony.

Not sure what you meant, what would The Hellmouth has to do with him returning now? All I meant by that was that the hellmouth is used on the show as an excuse to have all of those demons there for Buffy to slay. I think that Joss even explains that using better wording in the commentary on the first episode. I'm just saying that the hellmouth being there can be used to justify just about any demon traveling to Sunnydale and that could include Sweet. For example, Spike said this in School Hard to explain to Dru why they had to come on Sunnydale. "The Hellmouth will restore you, put color in your cheeks, metaphorically speaking." It's very non-specific but it works. I do agree with you midwesternwatcher that if Sweet were to come back it would seem like he was there just to please the fans and not because it fits the story. Although I don't know whether Sweet had evil on his mind when he came to Sunnydale, I do think that he did evil while there anyways. He killed that one random guy, and may have killed more, and I think that makes him a villain. Compared to other characters that could be considered minor villains he has actually killed. A lot of the time the demons will just attack and make random threats and Buffy will thwart them. I definitely consider Sweet a villain.

I hate how they left us hanging with the Marcie thing in "Out of Mind,Out of Sight". I was thinking they were going to bring her back. She would have made a great Big Bad. I would have liked seeing her again, but I never pictured her as a Big Bad. I figured she would end up being an ally. She was never really bad; she just responded to things in an unhealthy way. The Initiative arc would have offered the opportunity to bring her back, although I'm not sure where she would have fit.

Definitely, Caleb should've been brought in earlier. I suppose the season was a few episodes along before the writers realized they needed somebody like him, a physical "strong right arm" for The First.
I agree with tkts about Marcie. I always figured she could've been redeemed, and that would've made a good story, but the writers chose the easy way out, the way that disposed of her really quickly, while pandering to suspicion of the government.
You're right she could've been a great ally as a spy, saboteur or assassin. She could've helped out in a crucial situation, and either enter into good grace or else die heroically.

D'Hoffryn is an interesting case. Somehow I never thought of him as a villain. Now I have to sort out my feelings ...
A villain is usually out for power, pleasure or glory. Right? D'Hoffryn isn't. I don't think. Why does he do what he does? Is this a hobby for him? Is some higher power coercing him, or paying him? Does he feel it's a duty?
If you asked him, I suppose he'd say that he serves a function in the larger order of things. He's like a policeman or a soldier, he has a nasty job, but he does it because he thinks it's necessary. Remember, Halfrek says they are "justice demons."
When you say "his evil side," I suppose you're thinking about what he did to Halfrek. I never got how he thought that was justified, how he could think she deserved that. But I don't think he did it just out of nastiness. He thought it was necessary. Or did he? What do you think?
Oh ... Ethan. Nobody mentioned him before, including me. I always thought he was a great character, never used sufficiently, an opportunity missed. I don't think he'd make a big bad, though. He's too little-minded, not able to imagine great things, let along accomplish them. He could've been a good lieutenant to some big bad, though.

I agree that Marcie could have been redeemed. If that's what the writers wanted to happen. She started out as a person who was hurt from being bullied and ignored. She did have the potential of becoming a big bad though IMO. I'm sure Warren could have been redeemed as well at one point. He didn't start out all that bad either until he got a taste of evil. Then there was no going back for him. The same could have happen with Marcie. Some people like the thrill. Marcie's "Cool' remark after seeing her "Assassination and Infiltration" textbook gave me the impression that she could go bad.
I thought I was the only person who liked Caleb. I hated him at first for hurting Xander. After re-watching Buffy a second time, I realized how great of a villain he was and he became one of my favorites. I agree they should have brought him in earlier than they did.

He kidnapped Dawn and wanted to force her to marry him. That's a villain-move to me. The way she's written, it seems like Veruca was a ... is there a word? She's an adjunct to another character, not a full character on her own? One/two dimensional? Sweet assumed that Dawn had summoned him. It's not like he picked her out at random. In his mind, according to some theory of justice that operated in his world, she was obligated to marry him. Veruca was, I wouldn't say one-dimensional, but it's clear that she was created just for the sake of that story. I can imagine the writers talking about it. "Oz is cool, but he has this weakness. Now what sort of woman could use that weakness to seduce him, thus breaking Willow's heart?" I'd be interested to see a story about her, though, separated from the Sunnydale situation. That's the way to learn more about her.
