Maybe going with Andrew and Harmony.

Ok that was a little to short a message to start off. I'm going to write a little more here.
Xander: I like his character but I never found any of his jokes funny. I am not really into the geeky references. I guess he was considered as the comic relief by the writers though.
Cordelia : She was hillarious with her snappy comments. Very sarcastic. Loved her conversation (and her body but that's a different story, sorry).
Oz: Not really funny in terms of ahaha funny, more weird funny.
Harmony: I absolutely loved her as a vamp. She was still that brainless girl, only more dangerous. Well, not that dangerous.
Anya: Almost picked her. I really enjoyed her character when she was "providing very much needed sarcasm". When she sucked at reacting as a normal person.
Andrew: He's the best. Such a neeeerd and still he fitted so well in the Scooby gang. Simply the funniest.
Buffybot: I realized they refer to the Buffybot as a character in the Buffyverse in Wikipedia. Given that it/she was a huge comic relief I decided to include it/her in the poll.

Why is Spike not on the list...? Ohwell. I'll vote for Xander and the Buffybot. ("That'll put Marzipan in your pie, bingo!")

I hesitated about including Spike in the list (personnally I don't think he's a funny character) but I considered that his role in the show has been a lot more that just being a comic relief (not that the other characters were only that either) but with all the drama surrounding Spike I decided to not include him in the list. Seriously, in Season 6 and 7 Spike was anything but funny!

Anya and Andrew, without a doubt.

Wow I disagree about Spike not being funny for the last 2 seasons. He's not as funny as earlier in seasons 4 and 5 because they were busy tearing down his rep as the big bad. And I don't think any of the characters are purely there for comic relief, but Anya and Andrew certainly have a majority of comic lines for their arc history.

Well, I think that we can say without a doubt that Anya, Andrew and Harmony were there for comic relief. Cordelia kinda was too. They were the characters who would come up with a funny line when things were tough. I guess Xander and Oz were a lot more than that. Ok now I feel bad for not including Spike. But was he that funny?? Has anyone here ever laughed to one of his lines??

You mean you haven't? Not even with the Spike/Giles interaction in Tabula Rasa?

They actually intended Spike to be Cordelia's replacement in Season 4 -- to kind of stand in the background and make funny/sarcastic remarks about the Scoobies' decisions and/or actions -- before they realized Anya worked better in that role. And yeah, Season 5-7 he got a deeper arc, but that doesn't make him any less funny. That's like saying Cordelia shouldn't be on that list because she grew more selfless and heroic in Seasons 2-3 & 5 of Angel, or Xander because he was a bit more reserved in Seasons 5-7 of Buffy. As a matter of fact, I find that their funny lines sometimes stand even better in that context... as opposed to, say, Andrew, whose humor was so time-consuming and in-your-face in Season 7.
One argument I could buy is that the serious tone of Season 7 of Buffy and Season 3 of Angel -- specifically -- sucked Spike's, Xander's and Cordelia's humor near-dry, but I can't see how that outweighs ~ four other seasons of Buffy and one season of Angel for Spike (+ Lover's Walk), six other seasons of Buffy for Xander, and three seasons of Buffy and two other seasons of Angel for Cordelia (+ You're Welcome).

I am not a big laugher. I only laugh at stupid lines. Andrew made me laugh a lot. Harmony runs as a close second. Anya and Cordelia were sometimes funny, not to say hilarious. The Buffybot really was HILARIOUS, but only for a few episodes. However Xander and Spike never made me laugh. Not even the funny Giles/Spike relationship in Tabula Rasa. I couldn't explain why though, I guess my brain only reacts at a very precise kind of humor.

Don't agree here. Indeed they tried to use Spike as the comic relief in Season 4 and realized that the sarcasm worked better with Anya. I don't really remember Spike being that funny in season 2, 3, 5, 6 and 7. Cordelia may have gone her own dark path in Angel but it doesn't take back her three years of funny Cordy in BTVS.

Well, humor is a matter of taste. Just saying that Spike is considered at least as funny as the listed characters, in the fandom as a whole.
Gotta say, I didn't find Harmony funny until she guest-starred and then became a regular in Angel. I think it's because Mercedes's acting had improved so much by then.

I think you should create a new poll "Is Spike a funny character?"!!! I promise I will answer it! Just kidding.

Brian Lynch: Plus, reduced to the very basics, [Spike]'s a bad-ass and a romantic. And he's really funny and charming. Something for everyone.

Seriously, would anyone choose Spike over Anya, Cordelia or Andrew for comic relief? Ok he's cool and charming and funny. But he's far from being a clown in BTVS. He's more the tormented character type.

Cordelia and Anya for me. I would have liked to see Wesley on the list as well. For the first two and a half seasons of Angel, he was very much the comic relief on that show (more so in Season 1, but he was still very funny during Season 2 and 3).
