I went with Tara. Obviously we know a heck of a lot more about Fred, but I always thought Tara was a more interesting character. I wish we had learned more about her past.

Fred, no doubt. I always found Tara to be a bit boring. She was practically a Mary Sue. In a season surrounded by Scoobies with very real problems, Tara's one huge weakness was she was too nice.
"Too nice" is the kiss of death for an interesting character. She was kinda a cypher to me. Not really there, easy to take for granted. Sweet, sure, but just not that interesting.
Fred on the other hand was adorable, loved her intellect and her unexpected bravery. The scene in Billy where both Gunn and Wes are going after her and she takes 'em out - love that!

I think Tara was interesting, she got a lot more interesting though after her split with Willow. She began to be more outgoing, and was able to speak up a lot more. I love her in the episode "Older & Far Away", especially her snarky attitude with Spike.
