It being called "Ripper" wont automatically set it in his ripper days. When it was originally conceived as a series, it was planned to coincide with Buffy season 6, to show what happened to Giles while he was away. So it's very possible that the name will be used without directly referening it's context; because it sounds cooler than Giles, or Rupert.
It also looks pretty certain that ASH is starring in it, and I seriously doubt they'll try and make him look 20+ years younger.
