I hope this is a joke. I don't mean to be picking fights or anything, so I'm simply going to leave it at getting pregnant is never -and should never- be a contractual thing. If you get pregnant, you get pregnant. It is totally something personal and not something work should delegate. End.

Okay onto topic:
I chose people who I thought got the best character arc, not who I loved the most, otherwise Anya, Cordelia would be on wayyyyy more often. I love the two of them, but Anya rarely developed, and Cordelia had an amazing overall arc, but Angel's character development was amazing, so she gets a bit overshadowed.
Buffy
Season 1: Buffy, Giles
Season 2: Buffy, Angel
Season 3: Willow, Faith (XanderxWillow is a huge lose though, terrible plot arc, made me lose respect for both characters)
Season 4: Buffy, Willow
Season 5: Buffy, Dawn (Dawn has one of the best character development arcs in the whole series, people mistake her early brat-i-ness with her later hostile aggression and depression way too much. The first is a typical kid, the end is someone who seriously has no idea who or what they are and thus the lashing out)
Season 6: Tara, Buffy (I don't know who wins for worse character development arc: Willow's heroin-sheik or Xander's sudden regression to huge insecure loser from the pretty confident, self-assured person he became in Season 5)
Season 7: Anya, Spike (The two were both slowly changing throughout the series, but it's this season where it becomes so evident how much more humanized the two of them have become. Anya's Selfless will always remain my favourite character-centric episode in television history.)
Angel:
Season 1: Cordelia, Angel (Cordy's drastic shift from super superficial to somewhat humble young woman was pretty amazing, Angel went from detached loner to actually fighting for his friends)
Season 2: Kate, Angel (The two of them go through an epiphany, they should be rewarded with my personal award as such)
Season 3: Darla, Wesley (Darla has one of my favourite character arcs ever, it's just so damn perfect and ended so nicely. Wesley steals the baby. Cordelia loses this season for becoming a bit to 'saintly' near the end. Plus the haircut.)
Season 4: Wesley, Lilah (Poor Cordelia. We try to remember it's not you but it's hard sometimes. Character assassination.)
Season 5: Fred/Illyria, Harmony (I think I'm one of the few who believes Harmony changed a lot, and was willing to not betray Angel had she been accepted into the fold. She was desperately longing to be a part of something, and Angel didn't fulfill that goal)

S1: Willow, Giles, Xander, Buffy (not necessarily in that order.)
S2: Buffy, Angel/Angelus (cause let's face it, this season was alll about that pairing). Jenny Calendar. Love her! Drusilla.
S3: The mayor, Faith, Oz
S4: Riley (yes, I like him), Maggie Walsh (she was a total bitca and it's great)
S5: Joyce (she shines the most this season), Dawn, Spike, Anya
S6: Dawn, Tara, (love their relationship this season), Spike (but only in the beginning, NOT later on)
S7: Andrew! Buffy, Willow, Xander, Dawn, Principal Wood (until he started being an ass)
S8: Satsu! Renee, Xander, Andrew, Buffy, Dawn, Willow
Angel:
S1: Doyle, Cordelia, Angel
S2: Darla, Lindsay, Wesley, Cordelia, Angel
S3: Fred, Gunn, Darla, Lilah

That I like and got the best arc? Hard... I'll just pick those who got the best arc.
BtVS:
S1: Buffy, Giles.
Bad arc=Jesse
S2: Buffy, Angel.
Bad arc: Xander was seen as a immature child, and was never truly redeemed for his a-holeness, not in a later season either
S3: Willow, Faith.
S4: Oz, Willow.
S5: Willow, Buffy.
S6: Tara, Spike.
Bad arc: Giles.
S7: Anya, Spike. Hard not to put Buffy there.
S8: Remains to see, but I would like to say Xander & Dawn.
Bad arc: Angel. Even if it turns out he was mindcontrolled, it's not flattering for the character.
Ats:
S1: Cordelia, Angel. Have to put Doyle here too.
S2: Gunn, Wesley.
S3: Wesley, Cordelia.
Bad arc: Pretty much everyone who turned their backs on Wesley, the man who only tried to do the right thing, including Cordelia.
S4: Wesley, Fred.
Bad arc: Cordelia.
S5: Spike, Fred.
Bad arc: Angel . Being unsupportive to Spike and killing a demon slave and making the other agree to a suicidal plan made him look like a dumb a-hole.
Post-S5(I haven't read past #27): Connor, Kate.
Bad arc: Angel. Still not happy where he is going.

Season 4 - Connor, Lorne (at the very least Lorne did an excellent job narrating Spin the Bottle, and he was just Lorne where everything else was falling to hell)
