Well, yeah she did... she was born from the monks' spell. By your reasoning, the first can become people who never existed. That doesn't really make sense. I think the first can only turn into people who lived, then died. Dawn was born at the end of Buffy vs. Dracula, from that point on, she is literally living. Everything till that point is fabricated.
