Definitely Xander for me !!! He makes me laugh in every episodes !! But Anya is also funny most of the time and so is Oz. Spike has funny quotes too but I don't like him so I don't think of him in the first place.
In Angel, I'd say Cordelia, Lorne and Wesley !

She is probably my favourite character!
I used to love Willow, but after buying the complete boxset and watching it multiple times, she definately took Willow's place!

Anya's the obvious choice, and oh, do I love her.
I think Andrew's terribly underrated here, so I'm just gonna put his name out there to add to the one other instance I saw it. The entire Trio was hilarious, but he was definitely the crux of it. As much as I absolutely despised him and wanted to see him suffer a terrible, bloody death after he killed the beloved Jonathan, his lovable geekiness eventually won me over, and I'm glad he became a major part of the show. Every time he showed up on Angel was an absolute delight. Now they just need more Andrew in Season 8! PLEASE! I'LL BEG! (Superman references in #12: possibly funniest part of Season 8 thus far)
If we're allowed to pick duos, then my hat goes in for Angel and Spike, without a doubt. Whenever these two are in a room together, hilarity ensues. Period.
Oh, and drunk Giles? HILARIOUS
