I think the worst Buffy character is Anya. I found her funny when she first appeared on the show, but after season 4 she got annoying. All she seemed to do is make sex jokes that made the show feel to much like a sitcom.

I'm going to be controversial and say Tara, at least out of the main characters. I still like her, but I don't think she's remotely deserving of the rabid fanbase she has. Compared to the other characters, she was underdeveloped, bland, and frankly a Mary Sue. I think that's why people like her so much, she doesn't challenge you like other characters, she's just "nice". There's not much depth to her, she's just Willow's flawless soulmate. I think Willow herself possesses all of Tara's good points (lesbian icon, shy girl-turned-superhero) and a lot more to boot. Hate on Riley all you want, but he's got a helluva lot more layers to him than Tara.
I must admit though, Tara improved a lot in season six. She actually got something more to do than follow Willow around spewing cutesy baby talk. It was nice to see some conflict between her and Willow, it made their relationship more real. Her relationships with the other characters were developed more as well, we saw several scenes of just Buffy and Tara. For once, she felt like an independant member of the cast, and not just Willow's girlfriend. Still, I'm glad she was killed off, because I don't think the character had much mileage in her, and it furthered Willow's storyline brilliantly (not just Dark Willow, but the whole moving on arc in S7).
I've also been badly turned off Spike. He used to be my favourite character, and is still one of the best characters in the Buffyverse, but over-exposure has made him insufferable. I'm sick of the sight of him. It's the Wolverine factor.

As Paul said, I'm sure her huge fanbase is due to her being just plain nice the whole time. I agree with you guys. I do, however, enjoy Tara in season six. Tara grew into more of a 3 dimensional character in that season. We get to see her relationship with more than just Willow; Buffy and Dawn, especially. I think I enjoyed Tara more when Willow and Tara broke up just because you saw her interact more with other characters. I think I enjoy Tara most in "Older and Far Away". She has great moments with Willow, and I love how she stood up to Anya. The stuff with Spike and her were great as well. I find it interesting how Tara was the one Buffy told first about her lusty affair. So I'm not saying Tara is my least favorite character (even out of the main), but she really didn't get interesting until Season Six.

It's pretty close between Dawn and Kennedy for me as well. Dawn should really have developed more as a character in the time she had on the show, but reveals herself in "Empty Places" really not to have grown much at all. Kennedy probably annoys me less simply because she gets so much less screen time, but on the other hand, the sound of her voice alone is enough to make me start grinding my teeth!
