It would be different if Billy was someone they could turn over to the police, but it was obvious the police couldn't safely contain him.
While I agree with you Whedon Fan that Cordelia isn't a murderer, I don't think killing Billy would make her one. In that narrow context, anyone that killed, including the police, is a murderer.
And yes, Cordelia would probably struggle with her actions, but isn't that one of the elements of an interesting character - taking them to new and difficult emotional levels?
To assume that a character like Cordelia shouldn't or wouldn't kill restricts them to preconceived acceptable behavior. I don't find it more suitable for Lilah to kill Billy because she works for Evil, Inc. or Angel because he used to be soulless and evil.
Lilah killing Billy didn't offer an opportunity for character growth & change. She had a moment of clarity and decided she wouldn't be victimized by her career choice then went back to business as usual. And Angel, well that boy doesn't need another excuse to brood. *grin*

Interesting points on who should/should not be able to kill. I think that by this point in the series, Cordy might be capable of killing, particularly someone as obnoxious as Billy. Within AtS more than Buffy, the lines between demon/human are blurred more anyway, so the stricture that it's alright to kill demons but not humans seems less relevant.

As I do my Angel re-watch I am actually loving the family dynamic Angel Investigations team have. I swear Angel and Cordelia's friendship is unbelievably beautiful and I wish it was never messed with. Watching Angel worry about Cordelia while she was in a coma on 'Birthday' was so heartbreaking. I'm realizing that I love so many little scenes between everybody. Even Wes and Gunn have this cute little moment in 'Dad' where their channeling John Wayne and Austin Stoker. The Cordy walks by and tell them to get a life. It was too funny and cute.
