I didn't really like Dawn, but I have to admit that in Season 7 she was growing as a character and I was interested to know what happened next. However, like you I don't think enough was made of this.
There were some other problems. I like the potential idea, but not its execution. The first started of scary but once it starts to become the butt of jokes it ceases to be threatening. Some other characters weren't used as much as they deserved, namely Giles and Anya.
Spike deserves a mention. I don't think he really steals the show, but I do think he steals Buffy's intimate scenes. All these are interlinked, for a relevant example Kennedy 'steals' time that Willow could be spending with Buffy, or Xander, or Giles, who was in turn probably pushed out by Wood and so on and so on. In many ways it was just juggling a bit too much.
In my opinion anyway.

To do all of this exploration into Dawn (which IMO would have required a good chunk of episodes to do an arc the way it should be done on that sort of thing) when it was supposed to be about Buffy and the Slayers and the biggest battle ever would've made the storyline/plot really fractured. Giles wasn't used as much mostly because of ASH's special guest star status and him still living in England. I liked the idea of the potentials and I was so excited when they did it because I had always wanted to see someone try to wipe out the slayer line by having nobody to be called once the slayer died, but I do agree it got a little frantic.
